Angel McCormick Franks is currently the Director of the Office of Supplier and Workforce Diversity for the State of Missouri. In this position, she is charged with promoting a diversified workforce within state government and assisting women and minorities in developing opportunities to contract with the state thus economically empowering traditionally underserved communities and improving the overall fiscal vitality of the State of Missouri.

Angel serves on the state's Personnel Advisory Board, State Training Advisory Council, Workforce Diversity Council and Contract Compliance Council. Past associations include CORO Women in Leadership, American Heart Association, Saint Louis Asthma Consortium; Missouri delegate White House Conference on Aging and Commissioner of the St. Louis City Board of Elections.

Angel received a Bachelor of Science degree from Fontbonne University and Webster University awarded her a master’s degree in Gerontology. A native of North St. Louis City, Missouri, Angel is the wife of Thesis Roland Franks, II.

Roxana (Roxy) Flores joined the Office of Administration, Office of Supplier and Workforce Diversity where she assumed her duties as Contract Compliance Officer on November 2006. Due to her hard work and dedication she was promoted to Assistant Director in September 2007. In this capacity she is responsible to aid the 16-state departments in the executive branch of government in the analysis of MBE/WBE expenditures and to assist them to reach the MBE/WBE participation percentages that are mandated in executive order 05-30.

Prior to accepting her position as Assistant Director, Ms. Flores was employed by the City of Jefferson City, in Jefferson City, MO. She served as the Jefferson City Utilities Accounting Assistant from November 2002 – November 2006. Her accounting as well as her customer service background, allow Ms. Flores to find opportunities to increase MBE/WBE participation in the procurement process within the State of Missouri.

Ms. Flores earned her Masters of Business Administration from Lincoln University. She is currently a part of the adjunct faculty at Columbia College, where she teaches Accounting I and II. Ms. Flores currently chairs the State Contract Compliance Council and serves on the following committees:

-  State Training Advisory Council

She is a native of El Salvador, Central America. She is the wife of Jose R. Flores and the mother of Michael and Jamie Flores.

Nancy Heyer has been with the State of Missouri, Office of Administration for thirteen years.   Five of those have been spent with the Office of Supplier and Workforce Diversity as Certification Specialist building relationships with minority and women businesses through the certification process.  As her expertise and knowledge of the program expanded she received a promotion to her current position which she has held for the past six years.  She has remained with the program over the years because she enjoys working with minority and women business owners and perhaps might be able to play a small part in their growth and success. Nancy is anxious to expand our pool of certified MBE/WBE vendors and encourages you to become a part of our program and see what opportunities might be available for your business.

Janet Carter is the Certification specialist for the Office of Supplier and Workforce Diversity. In this capacity, Ms. Carter responsibilities include certification processing, database maintenance, customer service and administrative duties as assigned.

Ms. Carter is a native of Missouri. She brings her small-town friendliness and service skills to the OSWD team!

Dr. Reynaldo Anderson was born July the 8th, 1964 in Okinawa, Japan. Both of his parents are from Mississippi. His father was involved in the Mississippi civil rights movement, voter registration, and later earned a commission in the Air Force. His mother attended college. Their lives as an air force family influenced his world view constantly moving from place to place from Okinawa, Japan to the United States. Dr. Anderson’s parents influenced his early spiritual and intellectual development encouraging the study of classical works and various topics in Black history.

Dr. Anderson's life has been varied with involvement in the United States military, grassroots political activity, church, and academic research and study. Dr. Anderson served as a non-commissioned officer in the Marine Corps from 1984-1990, traveling extensively through Southeast Asia. Upon his completion of service he attained his BA. Degree from Jackson State University and later was the Campaign manager for a local political campaign which received state wide interest. Dr. Anderson received his M.A degree in Communications from Oklahoma State and in the spring of 2005 he became the first African American man to earn a Doctor of Philosophy in Communications from the University of Nebraska. He currently is an Assistant Professor of Education at Harris-Stowe State College in Saint Louis, MO. He has published several articles and has presented extensive research documenting the African American experience. His research and teaching interests are in Rhetorical Criticism, African American Studies, World Systems Theory, and Social Studies. Reynaldo accepted Christ as his savior while attending graduate school. A member of Alpha Phi Alpha Fraternity Inc. he has served as a Trustee and Steward at Quinn chapel AME church in Lincoln Nebraska, and Saint Peter AME church in Saint Louis, MO. He is married to Dr. Denise Hooks-Anderson and has two daughters, Zari and Lauryn.

Rev. Andrew Rollins III was born March the 10th, 1950 in Kansas City, Kansas. Both of his parents were involved in the civil rights movement. Their involvement had a significant affect upon his life. As a youth he was nurtured on the civil rights movement and at an early age he became concerned about the state, future and destiny of his community. Rev. Rollins grew up in a home in which there were regular discussions about the state of the black race, politics and the church. His father served as president of the Kansas City, Kansas Chapter of the N.A.A.C.P. for sixteen years and was active in Kansas City politics. On his mother's side of the family he is the descendent of a long line of A.M.E. ministers stretching back to the 19th century. Rev. Rollins great-uncle was Bishop William Tecumseh Vernon, the 45th bishop of the A.M.E. Church. Bishop Vernon also served as Registrar of the United States Treasury from 1906 to 1910.

Rev. Rollins life has been a journey down a path of political activism, intellectual development and spiritual growth. At 29 he was appointed Assistant Director of the Election Board of Kansas City, Missouri. In 1980 at the age of 30 he answered the call to preach in the African Methodist Episcopal Church. Rev. Rollins is an ordained Itinerant Elder in the A.M.E. Church. Rev. Rollins has studied at Kansas State University, University of Missouri in Kansas City and the University of Nebraska in Lincoln. He specialized in political science and philosophy, focusing on political theory, international relations, metaphysics and philosophy of religion. He believes the mission of the church should be holistic ministering to the spirit, and soul and body.
